New registration reenabled

Registration has been re-enabled but changed so that new members need their account approved by the admin before they can become members.  Sorry for the inconvenience.  If things go well for a while, this may change back to the previous setting which is less restrictive.  All the spam accounts have been removed.  If your account was removed and it was a legitimate account, we apologize for the inconvenience and ask that you recreate your account.
